Does anyone know if you can buy Minoxidil [Rogaine] over the counter in Manila pharmacies? Any idea of cost?

I'm coming to Manila later this month. And will buy it then. Also am wondering if there is generic minoxidil or finasteride [Propecia] available without a prescription.
