Hong Kong ID for xpat

I just got my Hongkong I.D. after living in Çalif for 40yrs (I was born in HK) however my husband was born in US buts works and llves mostly in China. I want to know what is the fastest way to get a hong kong i.d for him. I was told he would need to live in HK for 7 years before getting one.

HKIDs are for HK residents of more than 30 days.
A permanent ID card is for residents of 7 years or more (excluding some visa holders, eg FDHs).
